Village of Merrick Park, Coral Gables, FL - Provided City with redevelopment and disposition strategy, marketing, and transaction services for redevelopment of underutilized 10 acre City-owned site. Assisted City in evaluating development potentials, clarifying policy objectives, formulating disposition marketing strategies and preparing RFP. Solicitation attracted ten proposals from prominent national and local developers. Assisted City throughout evaluation and selection process and in negotiating a participating land lease with the selected developer, the Rouse Company, for development of approximately $300 million, one million SF mixed-use retail, office, residential project.

 

Telecom City / River's Edge, Malden, Medford and Everett, MA - Evaluated market potential and formulated preliminary development strategies and, then, assisted Mystic Valley Development Commission, a consortium of three municipalities, in soliciting and evaluating proposals, and negotiating and structuring land disposition and development agreements with selected master developer for redevelopment of 30 acre riverfront brownfield area for approximately 700,000 SF of high tech office, R&D and residential and 7 acre public park.

 

 

65 Bay Street Brownfield Office/Industrial Development, Boston, MA - On behalf of Dorchester Bay Economic Development Corporation provided a broad range of financing, transaction, and development management services for redevelopment of 5 acre brownfield site in inner city neighborhood of Boston for $14 million, 80,000 SF office/industrial project. Assessed market potentials and feasibility, formulated development strategies, participated in marketing overtures to potential users, structured public and private debt and equity financing integrating seven lenders and numerous other funding sources, negotiated lease and sale option with build-to-suit tenant, advised on assembling project team, community and public approvals, and aspects of construction.

 

 

Community Maritime Park, Pensacola, FL - Assisted Community Maritime Park Associates, a non-profit developer comprising prominent business and civic leaders, in acquisition and predevelopment of a 30 acre site on downtown waterfront for waterfront park, multi-use ballpark, maritime museum, and over 300,000 SF of private mixed-use development. Assisted in preparing successful proposal in response to City RFP, development programming, evaluating site capacity (including Florida Development of Regional Impact), market and financial feasibility, supportable land value, real estate taxes and TIF revenues, and negotiating master lease and development agreement including $40 million of public financing. Subsequently, engaged by City of Pensacola to assist City and CMPA in negotiating master lease and development agreement between CMPA and private developer to implement the project by means of construction of public improvements and long term staged disposition and development of private project components.

 

 

Cochecho Waterfront Redevelopment - Dover, NH - Provided City with disposition transaction services for redevelopment of 30 acre waterfront site for $60 million, 300,000 SF mixed-use development including public riverfront park. Services included working in collaboration with committee representing public and citizen interests to prepare RFP, coordinate with developers, evaluate proposals, and negotiate disposition and development agreements.

 

 

Paragon Mills, Commercial/Industrial/Mixed-Use Development, Providence, RI - Assisting Olneyville Housing Corporation, a community development corporation, in acquisition and redevelopment of 120,000 SF mill complex for office, industrial, residential, and artist live-work space. Negotiated purchase and sale agreement for acquisition and providing ongoing assistance in exploration and management of market, financial, design, and aspects of project and in structuring of financing integrating federal and state historic tax credits and New Markets Tax Credits.

 

Government Center Redevelopment, Malden, MA - Assisted City in evaluating proposals and negotiating agreement for disposition and redevelopment of existing Government Center property for proposed project of approximately 600,000 SF of mixed-use graduate student housing and residential condominiums, healthcare, and retail uses conducive to downtown revitalization, with relocation of City facilities to other downtown location. Services included evaluation of viability and financial implications of RFP-responsive proposals, and financing, costs, and fiscal and other benefits of disposition/relocation, as well as negotiation of disposition.

 

 

Key West Steam Plant Redevelopment, Key West, FL - On behalf of utility company, Keys Energy Services, formulated disposition strategy and RFP for 90,000 SF surplus power plant. Evaluated proposals and assisted in negotiating lease and development agreement for mixed-use project with cinema complex, retail, residential, and office components. After that proposal proved not to be viable, assisted in negotiating lease and development agreement for $20+ million, 57-unit luxury market rate and affordable residential project.

 

 

Island Gardens, Miami, FL - Assisted the City in formulating disposition marketing strategies and preparing RFP for redevelopment of 11 acre waterfront site and adjacent submerged land on Watson Island in Miami Bay. Solicitation attracted proposals from major national and international developers. Assisted City throughout evaluation and selection process and in negotiating with the selected developer a participating land lease for development of approximately $300 million mixed-use project proposed to include two 4-5 star hotels totaling 525 rooms, over 200,000 SF of high end specialty retail and restaurant space, a 48-slip mega-yacht marina, a public fish market, and extensive cultural and public amenities.

   

 

Sewall School and Town Garage, Brookline, MA - On behalf of Town and working group of community interests, evaluated market and development potentials and fiscal and economic impacts and assisted in formulating development and disposition strategies for 2.5 acre site occupied by Sewall School and Town Garage for approximately 60,000 SF of private development (new and rehab) of residential, senior housing, office, medical office, retail and other uses, geared to achieving a balance of financial and other community objectives. Assisted Town in RFP preparation, culminating in disposition and development of Kendal Crescent, a mixed-use project including 31 residential units.

 

Gables Grand, Coral Gables, FL - Provided City with disposition marketing and transaction assistance for downtown mixed-use residential/commercial/public parking redevelopment. Represented City in negotiation and structuring of participating land lease for the disposition of City-owned site for development of $30 million project including 200 residential apartments, 35,000 SF of retail and 350+ spaces of public parking, considered to be a key to establishing downtown residential market.

 

Palace at Coral Gables, Coral Gables, FL - Provided City with disposition marketing and transaction assistance for downtown mixed-use senior residential/commercial/public parking redevelopment. Assisted City in preparation of RFP, proposal evaluation, and negotiation and structuring of participating land lease for disposition of City-owned site for development of $90 million mixed-use project including 245 units of luxury senior housing, 20,000 SF of commercial space, and 350 spaces of public parking.

 

Pineapple Square, Sarasota, FL - Assisted the City and CRA in preparation of RFP, tax increment financing analysis, and strategic planning for proposed redevelopment of publicly owned downtown site for redevelopment and in proposal evaluation and guidance on transaction for large-scale multi-block, mixed-use redevelopment incorportaing City property and private land to include 300 residential condominiums, 100,000+ SF of retail/restaurant space plus 350 spaces of public parking.

Miami Performing Arts Center Parking Development, Miami, FL - Assisted Miami Downtown Development Authority, Performing Arts Center, Miami-Dade School Board and other property owners and stakeholders in evaluating and formulating strategies for development of 1,500 parking spaces to serve the Performing Arts Center and School Board by means of property disposition, public-private joint-development and other means.

Inner City Retail Development, Washington, DC - Provided strategic and transaction structuring guidance to Manna CDC for proposed 100,000+ SF inner city retail project. Represented CDC in partnership negotiations with private developer and assisted in formulating development strategies and exploring options for public-private financing including Enterprise Zone tax exempt bonds, tax increment financing, and New Markets Tax Credits.

 

Developmental Land Disposition/Privatization, Kharkiv, Ukraine - Represented US Agency for International Development, as an independent contractor, in a participating agreement with governments of Ukraine and City of Kharkiv (second largest city in Ukraine) to structure first land auction in former Soviet Union as a model for future land privatization. Evaluated market potentials and estimated selling prices for sites; worked with City to shape site selection, property rights to be disposed, development exactions, and requirements, solicitation, and auction rules and procedures.
